How does Willy Wonka send golden tickets all over the world and only a bunch of English speaking white kids win

Only the English speaking white kids had parents rich enough to afford to buy large quantities of chocolate to try to win a stupid ticket for a candy factory tour for their brat kid. Everyone else has better sense and less disposable income.
